[gdal-dev] Addition to RFC3 to clarify the relationship with other upstream projects imported in GDAL/OGR code base

Hi all,

I took the liberty to add a new paragraph in RFC3 to make the situation 
clearer to new GDAL/OGR commiters, not necessary aware that some of the code 
in GDAL/OGR comes from other projects and that it deserves special care for 
modifying it.
