Peter,

The comments in the ticket seem to indicate the fix was only in trunk,
not the 1.7 stable branch.  My review of changes in the branch used to
create the NEWS document also did not identify any changes related to
ticket #3411.  So I think the answer is no, this fix is not in 1.7.3.
