You probably meant http://www.agc.army.mil/GeoPDFgallery/3D/Fargo.pdf which is 
recognized as a *non* spatial PDF on Linux with Poppler 0.16.0. A dump of the 
PDF content shows that there are indeed no spatial info in that PDF that 
follow the OGC best practice encoding or Adobe supplement to ISO 32000. And 
the name of the file suggests that this is a 3D GeoPDF, which is a specification 
not handled by the driver.
