I would guess that GDAL does not support .map files generally but only with the
OZF file format. http://gdal.org/frmt_ozi.html

You can have a try by converting a test image to OZF format with the Oziexploret
Image to Ozf tool. Perhaps GDAL finds georeferencing then.
