[gdal-dev] build error - conflicting cpl_serv.h

Dave,

It seems to relate to my use of CPLString in this restricted file, a change
I luckily didn't backport to 1.9.  I have removed it, and made a note to
myself to avoid this in the future.  I'm sure I've done it before.
