[gdal-dev] Creating Wire Connection Data

Downloaded obstacle data from FAA and imported into QGIS.
I need to create a from-to list by automatically connecting points which are
no more separete than 1 mile.
Sample Point data

Convert 
*Source Table

POINT_ID LAT   LON*

*Expected Output
---------------
