How did you configure GDAL regarding zlib ? Seems you are using external C:
\build2\ogdi-3.2.0.beta2\lib\win32\zlib_ogdi32.lib, perhaps something wrong 
with it ?

That's intended. The convention is gdalXYY.dll where X is the major number (2) 
and YY the minor number (01).
