Lucian is the maintainer of the MRF (Meta Raster Format) driver who has existed as an out-of-tree driver and whose main repository is at https://urldefense.proofpoint.com/v2/url?u=https-3A__github.com_nasa-2Dgibs_mrf&d=CwICAg&c=n6-cguzQvX_tUIrZOS_4Og&r=ZN_tL2S6ZCPdMt_gpID_yQ&m=Il0EnkNWOsCVmmqN8Fu6XlYbBMm947VVVWFcjnyAysQ&s=Gb8COwoQ9vzf0CUXc7T6tvkhwE7KDHSYa08YLmjrnn4&e=  . Recently I've worked with him to get the driver also integrated in the GDAL tree itself, and he merged back the changes in the above mentionned repository, so that both code base are now in sync. 
For the future, it would be convenient if Lucian could directly maintain the GDAL copy directly and keep in sync both repositories, so I motion to grant him commit rights. Lucian scope of interest also includes the WMS driver.
