[gdal-dev] Motions: Promote 1.11.5 RC 1, 2.0.3 RC2 and and 2.1.1 RC1 for release

I'm changing my vote on Motion 3 (2.1.1RC1) to -1 as I just found that the 
bugfix for #6561 wasn't correct and could emit an annoying warning in 
update/overwrite scenarios that would confuse people. I'll re-issue a RC2 
right away.
