[gdal-dev] Wrong namespaces in GML 3.2 written by GDAL

Hi,

With GML 3.2 output GDAL 2.2-dev writes into the schema

xmlns:gml="http://www.opengis.net/gml/3.2"
xmlns:gmlsf="http://www.opengis.net/gmlsf/2.0"

The first one redirects to http://schemas.opengis.net/gml/3.2.1/gml.xsd.
The latter one gives "Not found". I guess that the schema is nowadays in http://schemas.opengis.net/gmlsfProfile/2.0/
