Michael,

this has been fixed in the 2.2 branch (post 2.2.1) per
https://trac.osgeo.org/gdal/ticket/6951

(I believe the issue would also be reproduced with GDAL 2.2.0, if you compiled it against the 
newer jasper-devel package)
