[gdal-dev] What is CPL?

By using your key word, I found it in the source code:

00004  * Project:  CPL - Common Portability Library

It seems CPL is a part of GDAL libraries for me.  Is it correct? 
Or is CPL a general library used commonly in many projects
outside GDAL as well?
