[gdal-dev] virtualmem py

Hi All,

I was experimenting with the GetVirtualMemArray python bindings and I am
receiving a 'Received a NULL pointer.' error (windows)

Also, the  tests virtualmem_{1..4} in appveyor are being skipped (and
they're rigged to skip if the platform is not equal to linux)

Are the VirtualMemArrays not working in windows?
