I'd assume this is a server-specific behavior/bug. But maybe this is a 
documented behavior of CSW, which would be odd to me (since the OR 
behaviour can be cleanly modeled with OGC filters). But I'm not a 
specialist of CSW, so I let you read the spec :-)
