MOTION: To add Alan Boudreault as GDAL/OGR committer<br>

Alan is already a committer of the MITAB project whose code is used for<br>
the MapInfo MIF/TAB OGR driver, and he has contributed several fixes and<br>
enhancements to MITAB in the last couple of years.<br>
<br>
With GDAL/OGR commit rights, Alan would be more easily able to help<br>
maintain the MITAB OGR driver up to date with the upstream version.<br>
<br>
