<p>as indicated in the commented lines just after the #ifdef, it had
been used to generate the HTML file of the JPEG doc (the tables at
<a class="moz-txt-link-freetext" href="https://gdal.org/drivers/raster/jpeg.html">https://gdal.org/drivers/raster/jpeg.html</a>), before the .rst era.
We can probably remove that now</p>
