[OSGeodata] FOIA and VMAP1 anyone?

Nod, this makes a lot of sense. Some OSGeo members may already have
the necessary clearance and trusted status (thinking about Mark L.) 
to work with restricted data, if NGA couldn't spare the 'resource' to
do this in house but was at all sympathetic to the ideal.

I think that creating a VMap1_Sources page on the wiki would be a fine
idea, covering possible contacts and what we know of current
constraints in availability - and a VMap0_Sources one too for any 
definite word we may get from NGA about exactly what is covered by 
ESRI copyright there.

If the VMap1 CDs you have are fully public domain, this would be a
great thing to be able to host at telascience. There's no provision
there yet AFAIK for open data upload facility - I definitely need to 
do a chunk more work on metadata creation tools before we can
get into this - but if this made sense to you, we could ask nhv/John
to give you an account there. That's my 2c, anyway.
