Hi Joe,

I think it is unlikely the Census will ever add z-order to the tiger 
data. It would be nice, but I wouldn't hold my breath for it.

They did add

TNIDF 10 Integer From TIGER node identifier
TNIDT 10 Integer To TIGER node identifier

To the all edges file which helps with identifying connectedness but 
that will not haelp for routing applications.
