[Geodata] Starting work on a metadata.osgeo.org service

I think the Open Knowledge Foundation would also be interested in
contributing to this kind of initiative! Work is underway on
implementing support for geospatial metadata in CKAN, the open source
data registry used in data.gov.uk -- and we are currently working on
i18n for over 10 countries around the world:
