Selecting February because it's not holidays in Europe/USA
universities, when it is in South-america, most of Africa, Australia
and many other places seems not fair to me, nor aligned with what I
understood was the meaning of the activity. It's not the same than a
weekend.

IMHO selecting a date that can reach the maximum of people (who
doesn't know about OSGeo probably) is more important than selecting
one that is meaningful for the OSGeo community.

For example, and we discussed that briefly at FOSS4G, having a release
of OSGeo Live in the mid of August was really hard to get translations
done because many of us were on holidays.
