[Ica-osgeo-labs] LABS Wiki Table

Perhaps the question should be, what's enough to call a Lab established?
In my case, we have a web page but nothing more since we are a
collection of already existing groups on our campus. At some point we
might start doing joint initiatives, but not at this time.

So is a web-page, description and contact person enough to be "established"?
