[Ica-osgeo-labs] STDF Grant for Leaders in Innovation Fellowships (LIF) UK-Egypt Newton-Mosharafa Program

I found that I can't apply for the certification system because I am
already applied for another grant in this issue, sorry I don't read the
instructions carefully.
