So my suggestion is that 4th of February being the OSGeo Formation day is a good day to plan our "Geo for All" day. Being the OSGeo Formation date it has a strong significance and connection with the whole OSGeo community. We will also be using GIS day for activily promoting OSGeo (distributing OSGeo LiveDVDs etc) . So we have 2 days to actively promote our education mission which means that we have double impact (plus atleast one day will be working day for all parts of the world) . Thanks.

Selecting February because it's not holidays in Europe/USA universities, when it is in South-america, most of Africa, Australia and many other places seems not fair to me, nor aligned with what I understood was the meaning of the activity. It's not the same than a weekend.
IMHO selecting a date that can reach the maximum of people (who doesn't know about OSGeo probably) is more important than selecting one that is meaningful for the OSGeo community.
For example, and we discussed that briefly at FOSS4G, having a release of OSGeo Live in the mid of August was really hard to get translations done because many of us were on holidays.
