That is primarily why I suggest splitting the two sets of fixes.  2.4.1
(with MapServer 5) is relatively simple (comma, CSS, etc.)  I just figure
we should have some official answer to those still trying to run older
versions.

The PHP fixes and potentially packaging with new MS4W is tricker.  I put
the patch for the PHP in SVN.  It basically brings query.php and config.php
in from 2.6 with minor tweaks and then fixes the fallout with the other
scripts.
