[geomoose-psc] All 2.9 Issues are now in Review

Did my best to turn and burn on all the remaining 2.9 tickets.

As a fall out I've been able to add TinyOWS to our docker image and
automate adding an editable layer to it. So... we've got that going
for us.

There will be some documentation changes and Jim and I will probably
be creating an updated Tutorial over the next week or so as we are
planning to run a workshop for an upcoming conference.

Please review the issues as best you can with the demo (Brent F may be
the only one that can test WFS-T tickets right now).
