For some reason I feel the need to give a more complete answer. First, if you are using MS4W and you don't know how/feel like rebuilding mapserver and it's dependancies from source, then Brian's answer stands.

GDAL does support some JP2 files through the libjasper library. Others can be supported by the MrSID, ECW, or Kakadu drivers but these options require third party libraries which have licensing terms which could be a problem for mass distribution under MS4W.

I asked the MS4W mailing list about this a while back and the response
that I got back is GDAL does not support the JP2 format those aerial
photos are being published in.  So the answer is no.

Has anyone been able to get Geomoose / Mapserver to work with the jp2
files directly?  I would like to be able to use our 2008 air photos on
remote machines that do not have access to the WMS server.
