[Geomoose-users] Problem with MAXSCALEDENOM map file

I have some layers set to only show up at certain scales by using the
MAPSCALEDENOM but they are still showing up.  I have building outlines set
to not show up at scales greater than 16,000 but they only turn off when the
scale factor is set between 48,000 and 60,000.
