You can add "visible" tags in the map source that should do what you
want:

   <map-source name="bounding_citytwps" type="mapserver" visible="true"
>
        <file>./bounding_citytwps.map</file>
        <layer name="all" visible="true"/>
    </map-source>

		Is it possible in GeoMoose to have a layer which exists
in the map, but does not show up, or at least cannot be turned on or
off, by the user?  In my case, I'm interested in having a layer or two
which are always available for query, always on and can't be toggled by
