Carlos,

You have a nice start there.

One thing I see as a start is in your mapbook.xml, the map-source names and
layer names need to be used in the catalog "src".  For example:

Given you have:
<map-source name="*Municipios*" type="mapserver" reference="true">
<file>./parcels.map</file>
<layer name="*all*"/>
</map-source>

Then in the catalog:
<layer title="Municipios" src="parcels.map" status="on" minscale="0"
 maxscale="150000" legend="true"/>

Should be:

<layer title="Municipios" src="*Municipios*/*all*" status="on" minscale="0"
 maxscale="150000" legend="true"/>
