You need to ask on mapserver email list.  There are many more people 
with a lot more experience with mapfile syntax.

A quick review of the mapserver doc shows your:

   TEXT ([NO_LOT]:![SUPERF])


might not work.  Try

   TEXT '[NO_LOT]:![SUPERF]'

but the "!" may give the expression parser some trouble.  You may need 
to experiment with other characters.
