[Geomoose-users] Legend icons when layer zoomed out

Can you use firebug or developer tools to see if MapServer is
returning text or XML? I wonder if there's something funny with the
request.  Otherwise, I wonder if you can create a layer that only
shows when all the other layers are disabled and have that layer
present a legend chip that says, "Zoom in to see more detail."
