[Geomoose-users] Legend icons when layer zoomed out

Yes, it is returning XML.  
The GetLegendGraphic request only appears in FireBug when zoomed in to scales those layers are visible in.

I think your suggestion for the "Zoom in to see more detail" message might be the way to go on this.
