We here at the city are planning on adding a popup piece to GeoMoose 3 so.etime in the near future.  We're not far from upgrading our GeoMoose install, and we've had the popup functionality in place for forever.  Sorry no specific timeline yet. But we'll alert the list when we start something.

We haven't been doing a lot of work with Popups in GeoMoose 3.  Generally, we've been pushing feature information into the left-side "Super" tab.  That said, it is possible to do it by writing a custom service that gets the feature data and then renders it with whatever library you'd like.
