Tree-view and mapbook organization

This is exactly the reason St. Paul has separate "Visible Layers" and
"Catalog" tabs. The catalog is organized and the Visible layers is used to
manipulate the layers including Z-order. Separate and linked label-map
layers is not currently supported... Keep in mind that this would
cause GeoMOOSE to hit mapserver twice (for both the label
and map requests) and that may have a performance impact.
