There might be some options with 2.2, using a User Extension that hooks to the Map Navigation and then forces popups on for a particular layer. Happy holidays all, I hope I'm not crashing the party by asking about the popups button. I need to check the button for a specific layer permanently- so that its always checked. I've looked at the compiled.js but I'm not sure where to modify. Please make my holiday by pointing me in the right direction.
