I agree that Trac is part of the GeoMOOSE site. I don't think this violates Dean's suggestion because Trac is still on the GeoMOOSE site, but it does lessen the burden for non-committers to propose an RFC. These suggestions seem reasonable to me. It does put a slight burden on a committer to put the RFC into SVN, however, it also provides a slight benefit by having it properly documented rather than free text in email or wiki.
