   1. Layer upload: When uploading a zipped shapefile which lacks a .cpg
   file, there is no error message, no progress bar or message about
   successful upload , but the layer is uploaded nevertheless. This is ok, but
   a bit disturbing..;-)
   2. Possible to disable "anyone" permissions default in layers/maps/etc
   permissions?
