​This is the permission settings for the "/tmp/tomcat7-tomcat7-tmp" folder

drwxr-xr-x 3 tomcat7 tomcat7 4096 May  2 12:44 Geotools
drwxr-xr-x 3 tomcat7 tomcat7 4096 May  2 12:44 geowebcache

​and for the "geowebcache" subfolder:

-rw-r--r-- 1 tomcat7 tomcat7 4847 May  2 12:44 geowebcache.xml
drwxr-xr-x 2 tomcat7 tomcat7 4096 May  2 12:44 tmp

write permission seems to be available for the tomcat7 user.
