[geos-devel] Project Charter - updated

Attached is the updated copy of the Project Charter.  The text has been revised to include the results of the original GEOS kick-off meeting.  It includes a project task list which should be pretty accurate.  The schedule is still open and needs to be fleshed out.  Please review and comment if necessary.

I will also post this to the Web site.
