postgis build process should change because geos wrapper includes
geom.h and util.h (with no geso/ prefix) but I can take care of this
(maybe including just geos.h for GEOS_VERSION > 1.0.0)
Your contribution is welcome in moving all the stuff as I think it 
might be a bigger work then it looks. Let's see what does Paul
think about this.
