[geos-devel] GEOS<3>

My main concern is that we are committing to break our ABI in the 
future, for sure, and that most/all of the new good work will end up in 
3, even though possibly much of it could be in 2. It's more of a 
care-and-concern thing. HEAD always gets all the love.
