Certainly, I'm not able to answer your question, but I don't think (i've
not heard from strk) that missing Unit Tests can defer 3.0 release.
There is plenty of work to do to finish Unit Tests, but AFAIK it's
highly recommended, not mandatory.

There are 6 bugs on the bug tracker (4 of them seem to be important).

So, I hope there are no reason to release GEOS 3.0.
