I just rename geos_c.h.in to geos_c.h and edit GEOS_VERSION_* macros:

GEOS_VERSION_MAJOR 3
GEOS_VERSION_MINOR 0
GEOS_VERSION_PATCH 0
GEOS_VERSION "3.0.0"

GEOS_CAPI_VERSION_* macros stay untouched.

That's my approach that works for me.

If GEOS compiles for you and Unit Tests run with success - 371 tests
passed - then I am inclined to say it's OK :-)
