Charlie,
You just install cmake on Windows and then you can build cmake-driven
projects using cmake -> Visual C++ 2005 chain on Windows.
Currently, cmake does not support cross-platform compilation (see posts
in cmake archives from last month).

I think cmake is the easiest way to build multiplatform projects on
Windows and Linux using their native tool chains.
So, I think cmake configs for GEOS would be helpful, especially
for Visual C++ 2005 users.
