[geos-devel] 3.1.0 Release

Hi Paul,
I filed the issue (#188) but I have not the resources (time) at this moment
to resolve it.  So, you might want to push it beyond 3.1.0.

I'm hoping that when the new buffer algorithm is ported from JTS, that the
issue might go away by itself...
