[geos-devel] RFC2 (Committer Guidelines) needs a review

The committer guidelines (https://trac.osgeo.org/geos/wiki/RFC2)
describes how new committers are given SVN access, but that information
is now outdated because new committers will need GIT access instead.

How do we go about revisiting it ?
Do we write a new RFC superceeding number RFC2 ?
Are RFC2 authors (in Cc) willing to do this ? (must be lots of fun!)
