My 2c is you're entirely right, and having spent two days recently upgrading the nightmare that is Debian packaging for our internal GDAL builds, it's spectacularly simpler for a library to only have a C API, and that a build flag to enable the footgun for internal use is entirely reasonable. I'm sure there are other people using the C++ API out there, but they're unlikely to be updating codebases anyway. And if they are then adding --footgun is fine. (Maybe should have been GEOS 4.0 not 3.7?
