[Geotiff] Compiled EXEs?

Hi David,

For almost 20 years now (crazy stat) I've bundled the latest GeoTIFF 
executables, for Windows users, through https://ms4w.com/

(you'll find many other useful executables as part of MS4W, as my logic 
has always been hey if it's useful to me it'll be useful to others)

Let me know if you need any other useful exes as well.
