The EPSG database version 7.4 has been released on http://www.epsg.org/. We need to:

* Upgrate the embedded database in the {{geotk-epsg}} module
* Upgrate the PostgreSQL database used by the Hudson build.
* Upgrate the version number declared in the {{CRS_WithEpsgTest}} file.
