[GIS.lab] adduser modification

Hi,

when adding a new user via gislab-adduser I also want to create a new
user schema in defined PostgreSQL database. Currently I have my own
script which I run after gislab-adduser. But there will be better a
way I guess, to register a new hook or something like that.
